A meeting of the Academic Council was held in the conference hall of the Adyghe State University. The main issue was a report on the first results of the innovative interdisciplinary project "Law of Sustainable Development and Regional Security" . In addition, the meeting decided to open two educational programs, approved the list of students to receive the Adygea scholarship based on the results of the winter session, set the cost of paid education for the new academic year and supported the presentation of teachers and scientists to academic titles and awards.

Sustainable Development Law and Regional SecurityThe Director of the Institute of Law, Azamat Shadzhe, presented a report on the implementation of the innovative interdisciplinary project “Law of Sustainable Development and Regional Security” to the Academic Council .

Today, one of the fundamental issues on the Russian political and legal agenda is the issue of long-term trends in the country's sustainable development. Universities have unique opportunities to advance the 2030 agenda by providing a source of expertise in research and education across all sectors of achieving sustainable development goals. Since 2023, the Institute of Law has been implementing an innovative interdisciplinary project "Sustainable Development Law and Regional Security" in two areas: "Sustainable Development of the Republic of Adygea: Political and Legal Dimension" and "Regional Aspects of National Security in the Context of the Legal Model of Sustainable Development of the Republic of Adygea".

While implementing the project, the team immersed itself in the process of developing new regulatory models in the field of regional development of Adygea. A regional expert Center in the field of sustainable development law was created in the cluster, and the Institute of Law itself received the status of a regional research platform on the problems of sustainable development law in the context of regional development. Today, the development of a model of interaction between the university and regional and municipal authorities in advanced areas of public relations continues. 

The main aspects of sustainable development of the region related to economic growth, ecological balance and social responsibility are examined.

A state assignment for science in the amount of 2.9 million rubles was attracted . Under the leadership of Professor Zuriet Zhade, a grant from the Expert Institute for Social Research was implemented jointly with the Ministry of Science and Higher Education of the Russian Federation and the Russian Academy of Sciences on the topic of "Macroregional identity in the North Caucasus: formation practices, development potential, impact on national consolidation."

The research allowed us to identify the main vectors of sustainable development of Adygea, which occupy an important place in the Strategy of socio-economic development of the Republic of Adygea until 2030, to outline the role of the university in achieving the goals of sustainable development of the Republic of Adygea, to analyze the development of the tourism cluster and branding trends of the region, and to conceptually revise the goals of sustainable development. The researchers made a proposal to include a new goal "International/global/world security and national sovereignty". In addition, an analysis was conducted of the relationship between the national development goals of the Russian Federation and the UN Sustainable Development Goals, which is an important step in achieving the country's comprehensive development in the context of global challenges.

The first step towards the project implementation was the holding of a quarterly research seminar "Legal mechanisms for ensuring sustainable development of the region" with the participation of the cluster's scientific consultant Maria Mazhorina. A separate area of ​​activity is student research teams (SRCT), the amount of funding for which over two years amounted to 400 thousand rubles. 

The results of the scientific research "Regulatory and legal support for sustainable development of mountainous territories: a comparative study" were presented to the Commission for the Development of the Agro-Industrial Complex and Rural Territories of the Public Chamber of the Russian Federation as proposals for the draft Federal Law "On the Development and Protection of Mountainous Territories in the Russian Federation".

The project includes all-Russian and regional scientific and practical conferences "Priorities and Prospects for Sustainable Development of Russian Regions: Legal Dimension", round tables, and a university infographics competition "Law of Sustainable Development". Students and teachers participate in forums and conferences on the stated topics.

In 2023, the Legal Laboratory for Regional Sustainable Development was created , whose partners are the Competence Center "Sustainable Development Law. ESG Standards" and the Consortium "Innovative Jurisprudence" of the O.E. Kutafin Moscow State Law University (MSAL).

In October 2024, a joint plenary session of the Institute of Law and the Public Chamber of the Republic of Adygea was held on the topic "Partnership of the state and civil society institutions in the implementation of the sustainable development goals of the Republic of Adygea" with the aim of developing a system of indicators for the sustainable development of the region. Based on the results of the plenary session, recommendations were prepared for the state authorities of the republic.

An important achievement was the inclusion of two teachers from the Institute of Law in the working group on sustainable development of mountainous areas of Russia under the commission of the Public Chamber of the Russian Federation on the development of the agro-industrial complex and rural areas.

In addition, the project team collaborated with civil society institutions (the Public Chamber of the Republic of Adygea, the Women's Union of the Republic of Adygea, the ARO RSM, the All-Russian public-state movement of children and youth "Movement of the First"), and held a series of lectures through the Adygea regional branch of the All-Russian public-state educational organization "Russian Society "Knowledge" on the topic of the project.

Another area of ​​work was the implementation of the Institute of Law's project "Eco-Lawyer" , the goal of which is to include the potential of young people in the work to create an environmentally sustainable future. Education and enlightenment in the field of legal support for environmental safety play a key role in this. The project includes several areas: "Eco-Lawyer at School" and "Eco-Lawyer in College", "Eco-Lawyer in Action", "Eco-Lawyer-Tourist".

From March 3 to April 7, 2025, members of the research team are undergoing training at the O.E. Kutafin Moscow State Law University (MSAL) under the continuing professional education and advanced training program “Sustainable Development Law”.

Project Prospects

The speaker suggested several possible areas in which lawyers could contribute to solving the strategic tasks of the university, region and country. In particular, lawyers can provide assistance in formalizing intellectual property rights, in protecting patents and copyrights for the results of scientific research. This is especially important in the context of commercialization of scientific developments and implementation of innovations.

The idea of ​​providing expert analytical and consulting services in the medium term is being considered.

- Thus, the Institute of Law is currently working on the creation of a Center for Legal Business, Legal Consulting and Expertise with the aim of developing legal entrepreneurship and expert direction while ensuring cooperation in the field of practical legal activity with organizations of the real sector of the economy, including with the involvement of university students to develop their practice-oriented skills and competencies, - said Azamat Shadzhe.

The University is responsible for training and shaping future leaders of sustainable development. The curriculum is currently being expanded to include the discipline "Sustainable Development Law", the purpose of which is to develop a set of competencies that allow for legal measures to be taken to take into account and ensure sustainable development in environmental law, in the implementation of corporate and social legal relations, economic, trade relations, in the implementation of human rights protection, corporate social responsibility, sustainable financing, ESG logistics, sustainable contractual relations, green innovations, responsible investment.

In addition, the Institute of Law has already developed a program for advanced training "Sustainable Development of the Republic of Adygea: National Priorities and Regional Challenges" intended for representatives of legislative and executive authorities, heads and employees of municipal entities of the region. The Institute of Law, as part of the implementation of the scientific innovation project "Law of Sustainable Development and Regional Security", put forward an initiative to include the section "Sustainable Development of the Republic of Adygea" in the Strategy for Socio-Economic Development of the Republic of Adygea until 2030.

The Academic Council, having heard the report, stated that for further implementation of the project at ASU it is necessary to attract the attention of regional and municipal authorities of Adygea, as well as to use the results of the project to form regional practices in the field of sustainable development. In addition, by decision of the Academic Council, the cluster was recommended to prepare a proposal for opening the Center for Legal Business, Legal Consulting and Expertise by September and organize a project-analytical session with the participation of representatives of regional and municipal authorities on the topic "Sustainable Development of the Republic of Adygea: University, Society, Government".

New programs

The Academic Council has decided to open a professional development program "Effective Interaction with Clients: Communication and Mediation" . The program is planned to be launched at the Faculty of Social Technologies and Tourism of the Institute of Humanitarian Knowledge and Culture. The program will be headed by Associate Professor of the Department of Social Work and Tourism Svetlana Ozheva. 

In addition, the Academic Council decided to support the opening of the professional retraining program “Influence Marketing” and appoint the director of the Institute of Quality of Life, Associate Professor Ruslan Tkhagapso, as the head of the program.

Approval of tuition fees

On the eve of the admissions campaign, the Academic Council approved the cost of tuition for bachelor's, master's, specialist and postgraduate programs of the Adyghe State University and its branch in Belorechensk for the 2025-2026 academic year.

The new prices, which will be valid in the new academic year, have already been posted on the main website of the university and on the website for applicants (document No. 21).  

Nomination for academic titles

Larisa Bessonova is nominated for the academic title of associate professor in specialty 5.9.1. Russian literature and literature of the peoples of the Russian Federation . Larisa Petrovna graduated with honors from Zhitomir State Institute in 1984, specializing in Russian Language and Literature. In 2006, she defended her dissertation for the academic degree of Candidate of Philological Sciences. Her teaching experience is 26 years, including 5 years and 9 months of scientific and pedagogical work experience in higher education organizations. From 2007 to 2010 and from 2021 to the present, she is a lecturer at Adyghe State University. Since 2022, she has been working at the Philological Faculty of Adyghe State University as an associate professor of the Department of Literature and Mass Communications. Larisa Bessonova teaches students the methods of teaching literature, Russian literature, provides methodological assistance to teachers of RA schools in improving the effectiveness of teaching Russian literature and literary disciplines. She successfully combines educational activities with scientific ones, has 24 scientific works, which include 3 teaching aids, scientific articles in leading Russian publications, as well as in publications recommended by the Higher Attestation Commission of the Russian Federation.

Emin Babalyan was nominated for the academic title of Associate Professor in specialty 5.2.3. Regional and Sectoral Economics . Emin Borikovich graduated from Adyghe State University in 2013 with a degree in Human Resources Management and received the qualification of Manager. In 2021, he defended his dissertation for the degree of Candidate of Economic Sciences. His teaching experience is 11 years 5 months, including 11 years 5 months of scientific and pedagogical work experience in higher education organizations. From 2014 to the present, he has been a lecturer at Adyghe State University. Since 2022, he has been working as an Associate Professor in the Department of Management at ASU. 

Emin Babalyan participates in the discussion and search for solutions to current problems of economic science and practice within the framework of scientific and practical conferences, supervises the qualification and scientific works of bachelor's and master's students, organizes research work in the field of current problems of regional economics and regional development, regional socio-economic policy, strategic management of territorial development, development and regulation of small and medium-sized businesses, tourism and recreation and agro-industrial complexes of the region. He has more than 60 educational publications and scientific works, which include a monograph, educational and teaching aids, scientific articles in leading Russian publications, as well as in publications recommended by the Higher Attestation Commission of the Russian Federation.
