Ramazan Abdulatipov’s Keynote at Adyghe State University on Russia’s National and Federal Relations

A video recording of the open meeting with Russian statesman, politician, and diplomat Ramazan Abdulatipov has been made publicly available. The event took place at Adyghe State University and centered on issues related to national and federal relations within Russia. 

Ramazan Gadzhimuradovich Abdulatipov holds a Doctorate of Philosophy, is a university professor, and a full member of the Russian Academy of Natural Sciences. He is an expert in cultural studies, history, and national relations, and is a laureate of the Russian Government Prize in Culture. Abdulatipov served as the Permanent Representative of the Russian Federation to the Organization of Islamic Cooperation from December 20, 2018, to July 17, 2023. Additionally, he served as the President of the Republic of Dagestan from 2013 to 2017.

Ramazan Abdulatipov served as the head of the working group responsible for the development of the Federal Treaty in 1992 and participated in drafting the Constitution of the Russian Federation in 1993. Under his leadership, the Concept of the State National Policy of the Russian Federation was developed and adopted in 1996. 

In 1997, he held the position of Deputy Prime Minister under Viktor Chernomyrdin, overseeing national issues, the development of federal relations, and local self-government. From September 25, 1998, to May 19, 1999, he served as the Minister of National Policy of the Russian Federation in the government of Yevgeny Primakov. Subsequently, from May 25 to August 17, 1999, he was the Minister of the Russian Federation in the government of Sergei Stepashin, where he was responsible for policy towards the North Caucasus.

From May 23, 2005, to March 6, 2009, Abdulatipov served as the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Tajikistan. Between June 2009 and December 2011, he was the Rector of Moscow State University of Culture and Arts. Later, he became the Director of the Center for Scientific and Methodological Support of State Cultural Policy and Traditional Spiritual and Moral Values at the Financial University under the Government of the Russian Federation.

During the open meeting, Ramazan Gadzhimuradovich discussed the historical development of regulating national relations in Russia. He emphasized the importance of spiritual values, the advancement of the humanities, and the critical role of a clearly defined national policy. He illustrated how even the most complex issues can be resolved when authorities prioritize the development of self-awareness, culture, and spirituality.

Furthermore, the politician shared his vision for the strategic development of the Islamic world, highlighting the essential role of quality education in achieving these goals. The meeting also featured the participation of Ishak Mashbash, People's Writer of Adygea, Kabardino-Balkaria, and Karachay-Cherkessia, who shared his insights on the topic.
